Update to international travel and lists

The update to travel arrangements included changes to the red, amber, and green travel lists simplifying the system to 3 categories. The update also includes the addition of a green watchlist to give travellers notice where green list status is at risk.

Quarantine to end for Vaccinated US & EU arrivals
